The Bureau of Offender Programs and Services was formed in 2001. It is comprised of the Inmate Services Unit, the Community Transition Unit, the Jail Enterprise Unit, and HIV Programs. All of the services provided by these units are designed to meet the social service needs of inmates who seek to leave gang life, face drug and alcohol addiction issues, have educational needs, seek spiritual counseling, face a life battling HIV, require job skills, and need housing upon release. The Bureau of Offender Programs provides a comprehensive place for inmates to go to receive these types of services, with the goal of successful re-entry into society and reduce recidivism.Under the leadership of Director Karen Dalton, the Bureau of Offender Programs, BOPS, has positioned itself as the nationwide leader in innovative correctional programs to address pressing issues that are barriers to successful re-entry for those inmates seeking to escape the cycle of arrest and incarceration. Director Dalton holds a Ph.D in Public Health from Loma Linda University and is an American Jail Association Certified Jail Manager. Prior to joining the Los Angeles County Sheriff’s Department, Director Dalton ran the highly successful INROADS program at the San Bernardino County Jail, Glen Helen Rehabilitation Center.
