The CITU vision is to provide usable alternatives for custody staff, inmates, facilities, and administration that save time, money, and resources. The function of the "unit" is to create new ideas, research the feasability of these ideas, and find methods of implementing the ideas while reducing risk. By utilizing the talents of creative, motivated, and skilled personnel, custody and correctional divisions will experience change that over time will become the benchmark for custody institutions across the country.

This "unit" utilizes the strengths of jail industries changing methods of operation. Many companies in this custody related business continue to create new products, programs, and ideas we can research and use. The CITU helps this organization break away from the conventional approach of business to find the creation of new uncontested market space. As much as the CITU’s strategy is about maximizing opportunities it is also about minimizing risk. An effective strategy should be about risk minimization and not risk taking.
